That is correct. It's an old BSD-ism that still exists today.
Every time you run `make clean` in the kernel directory and rebuild, that number will increment by one.
(It's the file named "version" in each kernel compile/ directory).

The kernel is telling you the build version. The build version is 0. That's meaningful in *BSD parlance. It means "this is the first kernel built on the machine the kernel claims to have been built from."

There are other ways of getting the information you want, like inserting git revision number in the dmesg or versioning LiteBSD, like all the other BSDs do (like FreeBSD 10.2, NetBSD 7.0, etc.).

But those decisions are Serge's call.
