GPIO driver and portio utility are described on Wiki page: http://retrobsd.org/wiki/documentation-2/kernel-drivers/gpio/

The driver also supports one additional ioctl code GPIO_LOL, which displays a bit image 9x14 on a LoL shield, for a given number of milliseconds. A /bin/lol utility can be used for displaying an arbitrary text string on LoL shield, or showing some simple demos.

LoL shield is a simple fanny LED display matrix, which you can buy from a number of suppliers or make yourself. Some links:
